Cœur d’Ardenne is a group of eight communes: Aiglemont, Charleville-Mézières, La Francheville, Prix-Les-Mézières, Montcy-Notre-Dame, Nouzonville, Villers-Semeuse and Warcq.

It is home to 71,652 people.

The scope of Cœur d’Ardenne covers:
- economic development
- planning of public spaces
- tourism
- housing
- urban policy
- protection and enhancement of the landscape
- water
- purification of wastewater and rainwater
- new cultural and sports facilities that are beneficial to the community
- higher education

Cœur d'Ardenne is the organizing authority for urban transport. It defines the service offer and ticket pricing policy. It ensures that the public service delegation contract signed with the S.E.T.A.C. is properly executed.
It invests as necessary in the operation of the transport network: purchasing, for example, buses and bus stops.

The network

The T.A.C. network is managed through public service delegation by the Société d'Exploitation des Transports de l'Agglomération de Charleville-Mézières (S.E.T.A.C.).

The S.E.T.A.C. is responsible for the management and operation of the transport network from January 1st 2006 to December 31st 2011. Its principal missions are the technical and commercial operation of the service: the sale of tickets for travel and management of relations with users.

In 2008, the TACs bus network covered 1,169,000 km, providing 2,576,000 journeys.

Through constant adaptations to the network, aimed at improving the quality of public transport, the number of journeys increased by more than 6% between 2007 and 2008.

Also - thanks to a partnership between the Champagne-Ardenne Region, SNCF, SETAC and Cœur d’Ardenne - all TAC tickets are valid throughout the TER network between Nouzonville, Charleville and Mohon. Single tickets are available from the regional ticket machines at these stations.

Accessibility

Through its transport accessibility master plan, Cœur d’Ardenne is committed to making public transport accessible. This plan provides for gradually rendering both bus stops and vehicles accessible. The objective is to make the three main bus lines (numbers 1, 3 and 5) accessible by 2015.
Although the notion of accessibility is often restricted to people with reduced mobility, it is important to remember that the measures taken will improve comfort levels for all users, both at stops and on board the vehicles.

Demand-Driven Transport

Demand-driven transport is provided by taxi, replacing buses only at certain places and at certain times, where the bus is unable to travel. It runs at set times, and passengers board at bus stops. It runs as requested following a simple phone call (03 24 33 32 32) made at least one hour ahead of the scheduled time, in the following areas of the agglomeration: Semeuse (Villers-Semeuse), Le Waridon (Montcy-Notre-Dame), route de Joigny (Nouzonville) and Granges Pavant (Warcq).
